چکیده

یکی از گام های اساسی در توسعه و پیشرفت هر منطقه ای، استفاده بهینه از کلیه امکانات و منابع آن با مدیریت علمی و صحیح است. گردشگری روستایی به عنوان راهبردی مطلوب برای توسعه‌ی جوامع روستایی، توجه مدیران محلی را برای توسعه‌ی آن افزایش داده است. هدف پژوهش ارائه الگوی پارادایمی توسعه گردشگری روستایی با رویکردتحقق سیاست های کلی تشویق سرمایه گذاری می باشد روش پژوهش کیفی و گراندد تئوری مبتنی بر روش شناسی تفسیری میباشد. جمع آوری اطلاعات به روش کتابخانه ای و اسنادی و مصاحبه ساختاریافته میباشد. جامعه آماری این پزوهش 18 نفر از خبرگان و صاحب نظران گردشگری و اساتید خبره در این زمینه می باشد که با روش نمونه گیری گلوله برفی انتخاب شدند.ابزار جمع آوری اطلاعات مصاحبه نیمه ساختار یافته برگرفته از مبانی نظری میباشد. این پژوهش از لحاظ هدف کاربردی و از نوع توصیفی-تحلیلی میباشد. نتایج این تحقیق نشان داد عوامل علی نظیر ( اقتصادی ، اجتماعی، فرهنگی، زیست محیطی) بر راهبرد مقوله هایی مانند ( اموزش های بوم گردی، نظام مدیریت یکپارچه،تدوین قوانین ) با نقش مداخله گری دولت شامل (سیاست ها، حمایت ها،ایجاد زیرساخت ها)با پیامدهایی مانند (فرهنگی ،اقتصادی ، اجتماعی، زیست محیطی) بر توسعه بوم گردی تاثیر دارد.

چکیده [English]

One of the main steps in development and progress of any region is the optimal use of all facilities and resources with scientific and correct management. Rural tourism as a desirable strategy for the development of rural communities has increased the attention of local managers to its development. The purpose of present study is providing a paradigm model of rural tourism development with the approach of implementing general policies to encourage investment. The qualitative research and grounded theory method is based on interpretive methodology. Data collection is structured through library and documentary methods and interviews. The study population of this research consist of 18 experts and tourism experts and professors in this field who were selected by snowball sampling method. The year of study is 2021. The data collection tool is a semi-structured interview based on theoretical foundations. This research is functional in terms of purpose and descriptive-analytical. The study results showed that causal factors such as economic, social, cultural and environmental factors affect the strategy of categories such as ecotourism education, integrated management system and formulation of laws with the government role intervention including policies, support and infrastructure with cultural, economic, social and environmental factors consequences.
