اقتصاد مقاومتی و راهبرد افزایش صادرات ایران به بازار اتحادیه اقتصادی اوراسیا: شواهدی از شاخص کسینوس و شاخص مزیت نسبی آشکار شده

چکیده

یکی از راهبردهای سیاست های اقتصاد مقاومتی ابلاغ شده توسط رهبر معظم انقلاب اسلامی در 29 بهمن ماه سال 1392 افزایش توان صادراتی ایران با هدف گسترش پایدار سهم ایران در بازارهای هدف است. بررسی بازار صادرات کالاهای ایرانی به بازار کشورهای عضو اتحادیه اقتصادی اوراسیا به دلیل اهمیت این اتحادیه برای ایران و نیز اجرای موافقتنامه تجارت ترجیحی موقت میان ایران و این اتحادیه از سال 2018 میلادی به امری مهم و ضروری تبدیل شده است. در راستای این نیاز و ضرورت، هدف از انجام این تحقیق بررسی امکان پذیری گسترش صادرات کالاهای ایران به کشورهای عضو این اتحادیه با استفاده از داده های سالانه 1390-1398 از طریق دو شاخص کسینوس و مزیت نسبی آشکار شده است. نتایج این تحقیق نشان می دهد در میان کشورهای عضو اتحادیه اقتصادی اوراسیا، ارمنستان دارای بیشترین امکان توسعه صادرات ایران به این کشور است. پس از آن، روسیه از دیگر اعضای این اتحادیه است که می تواند جهت گسترش صادرات کالاهای ایرانی مورد توجه قرار گیرد. طبق نتایج به‌دست آمده، پیشنهادات سیاستی همچون برنامه-ریزی صادراتی در حوزه کالاهای دارویی و فناوری‌محور، حمایت از استارتاپ‌ها و بنگاه‌های کوچک و متوسط، شناخت هدفمند بازار کشورهای عضو اتحادیه، رفع موانع صادراتی بخش خصوصی و ایجاد کنسرسیوم‌های صادراتی ارائه خواهد شد.

چکیده [English]

One of the strategies of resistance economy policies announced by the Supreme Leader of the Islamic Revolution on February 20, 2014 is to increase Iran's export potential with the aim of sustainable expansion of Iran's share in target markets. Examining the export market of Iranian goods to the markets of the Eurasian Economic Union member countries has become important and necessary since 2018 due to the importance of this union for Iran and the implementation of the temporary preferential trade agreement between Iran and this union. In line with this need and necessity, the purpose of this study is to investigate the possibility of expanding the export of Iranian goods to the member countries of this union using the annual data of 1390-1389 through two cosine indicators and comparative advantage. The results of this study show that among the member countries of the Eurasian Economic Union, Armenia has the highest potential for developing Iran's exports to this country. After that, Russia is another member of the union that can be considered to expand the export of Iranian goods. According to the results, policy proposals such as export planning in the field of pharmaceutical and technology-oriented goods, support for startups and small and medium enterprises, targeted market understanding of EU member states, removing export barriers to the private sector and creating Export consortia will be provided.
