To offer a comprehensive depiction of Iran's AVMS governance system through institutional mapping, we have employed a synthesis of two matrices—namely, institutions-institutions and institutions-functions. Initial steps involved a comprehensive review of previous studies and the application of the meta synthesis method to identify and categorize the policy functions within Iran's AVMS governance system. In the subsequent phase, an in-depth analysis of audio and video policy documents in Iran facilitated the identification of institutions, their interactions, and the assignment of political functions. The research findings highlight key policy functions integral to Iran's AVMS governance system, including the advancement and fortification of education and research, provision of support, monitoring/evaluation/confrontation, cultivation of the business environment, promotion of culture, organization of licenses and patents, policymaking, legislation, and regulatory. Additionally, the research underscores certain deficiencies within Iran's AVMS governance system. Notable shortcomings encompass a lack of transparency in policymaking and legislation, insufficient emphasis on culture creation and promotion, neglect of specialized human resource training and research, oversight in fostering spatial business development, a multitude of institutions involved in licensing with overlapping responsibilities, and limited private sector participation in policymaking. This analysis serves to unveil any incongruities, redundancies, or conflicts in the roles and policies of these institutions, offering valuable insights for optimizing the organizational structure of a governance system for audiovisual media services.
