بررسی جایگاه تأمین و رفاه اجتماعی در دولت‌‌های پس از انقلاب اسلامی با رویکرد سیاست‌های کلی نظام اداری

چکیده

بر اساس سیاست های کلی نظام و قانون اساسی ، برخورداری از تامین اجتماعی یکی از مهم ترین حقوق افراد است. از این رو هدف این پژوهش بررسی جایگاه تأمین و رفاه اجتماعی در دولت‌‌های پس از انقلاب اسلامی با رویکرد سیاست‌های کلی نظام اداری می‌باشد.روش پژوهش، توصیفی و پس رویدادی مبتنی بر رویکرد فازی است.در پژوهش حاضر، واحد تحلیل و واحد مشاهده کشور است که، با طرح تحقیق مقطعی برای دورة زمانی 1357 – 1397 انجام شد. در این پژوهش با توجه با ماهیت گذشته نگری، از روش‌ها و ابزارهای مرسوم گردآوری داده‌ها استفاده نشده است، بلکه از داده‌های موجود در پایگاه داده‌های معتبر داخلی از جمله بانک مرکزی و سازمان تامین اجتماعی استفاده شده است. با این تفاوت که داده‌های گردآوری شدة خام، با استفاده از روش درجه‌بندی رویکرد فازی، پردازش شده است، برای پردازش و تحلیل داده‌ها از نرم‌افزارهای Excel, SPSS, fs/QCA استفاده شده است. یافته‌‌ها نشان داد که بین تامین و رفاه اجتماعی با رویکرد سیاست‌‌های کلی نظام اداری در دولت‌‌های پس از انقلاب رابطه معنی دار وجود دارد (0.83، 0.000). و چون نسبت مشاهده شده بزرگ‌تر از نسبت معیار است (80/0)، می‌توان گفت که درآمدهای تامین اجتماعی شرطی تقریباً همیشه لازم برای رفاه اجتماعی‌خوب می‌باشد. شاخص پوشش درآمدهای تامین اجتماعی با رفاه اجتماعی خوب برابر با 72/0 است که بیانگر میزان اهمیت عامل درآمدهای تامین اجتماعی برای رفاه اجتماعی خوب است که 73 درصد از رفاه اجتماعی خوب توسط درآمدهای تامین اجتماعی پوشانده می‌شود.

According to the general policies of the system and the constitution, having social security is one of the most important rights of people. Therefore, the purpose of this research is to examine the status of social security and welfare in the governments after the Islamic Revolution with the approach of the general policies of the administrative system. The research method is descriptive and post-event based on the fuzzy approach. which was carried out with a cross-sectional research plan for the period 1975-2017. Due to the retrospective nature of this research, the conventional methods and tools of data collection were not used, but the data available in reliable internal databases such as the Central Bank and the Social Security Organization were used. With the difference that the raw collected data has been processed using the fuzzy approach grading method, Excel &SPSS, software have been used to process and analyze the data. The findings showed that there is a significant relationship between provision and social welfare with the approach of the general policies of the administrative system in post-revolution governments (0.83, 0.000). And because the observed ratio is larger than the benchmark ratio (0.80), it can be said that conditional social security incomes are almost always necessary for good social welfare. The coverage index of social security incomes with good social welfare is equal to 0.72, which shows the importance of the social security income factor for good social welfare that 73% of good social welfare is covered by social security incomes
