طراحی الگوی سنجش دارایی دانش ملی با رویکرد انسجام‏بخشی به مدیریت دانش در راستای سیاست‏های علم و فناوری کشور

چکیده

اقتصادهای دانش‏بنیان امروزی، بیش از هر زمان در گذشته، نیازمند مدیریت و ارزش‌گذاری منسجم  دانش خود به‌عنوان دارایی مولد ارزش و مزیت رقابتی هستند. این مهم در خط‌مشی و سیاست‌های علمی و فناوری کشور نیز به‌خوبی منعکس شده و ضرورت وجود الگویی منسجم به‌منظور سنجش این دارایی‌های دانش کشور محسوس است. برپایۀ این نیاز، پژوهش حاضر با هدف طراحی الگو برای سنجش دارایی دانش ملی و با رویکرد انسجام‏بخشی به مدیریت دانش، در راستای سیاست‏های علم و فناوری کشور انجام شده است. این پژوهش از نوع اکتشافی است و به‌صورت کیفی انجام شده است به‌منظور انجام این تحقیق، ابهامات و تناقضات موجود در پیشینۀ موضوع درخصوص تعریف مفهوم دارایی دانش و روش‏ها و رویکردهای اندازه‏گیری آن شناسایی شد و براساس آن، مصاحبه‏ای نیمه‏ساختاریافته طراحی گردید و با هفده خبره در کشور مصاحبه انجام شد. گفتنی است که این خبرگان دارای آثار علمی مهمی در زمینۀ موضوع تحقیق، سوابق اجرایی یا پژوهشی در طرح‏های دانشگاهی و سوابق تدریس و هدایت پروژه‌های تحقیقاتی بوده‏اند.. داده‏های کیفی حاصل از مصاحبه‏ها به روش تحلیل تم تجزیه و تحلیل شد. حاصل این تحقیق مدلی برای سنجش دارایی دانش ملی شامل چهار بُعد محیط، زیرساخت، برونداد و سرمایۀ انسانی است. الگوی ارائه‌شده در پژوهش حاضر امکان سنجش دارایی دانش برحسب ارزش نقدی را در بخش عمومی و خصوصی داراست و ابزاری را برای سنجش دارایی دانش ملی ارائه می‌دهد.

Knowledge-based economies need management and coherent measurement of their knowledge as productive properties and a competitive advantage. This is noted in the science and technology policies of the country and requires a model for measuring the knowledge assets of the country. Accordingly, the current research aims to design a model for measuring the national knowledge assets through the coherent knowledge management approach considering the science and technology policies. This is an exploratory and qualitative study. Some misconceptions and contradictions, however, were noted in the literature regarding the definition of knowledge assets, and the methods and approaches of its measurement. Therefore, a semi-structured interview was conducted with 17 experts in the field. They were the authors of important works having research and executive experiences at different universities. The qualitative data of the interviews were analyzed through thematic analysis. The findings resulted in a model for measuring the national knowledge assets in four aspects: environment, infrastructure, outcome, and human capital. The suggested model measures knowledge assets based on money value in public and private sectors, and gives a tool for measuring the national knowledge assets.
