سیاست‌های اجرایی برای تحقق سیاست‌های کلی نظام اداری در حوزۀ سلامت اداری

چکیده

  تعدادی از سیاست‌های کلی نظام اداری به موضوع سلامت اداری مرتبط است و برای تحقق آن‌ها به مدل‌های عملیاتی و سیاست‌های اجرایی نیاز داریم. در این تحقیق که به روش تلفیقی و با ترکیب مدل‌های کتابخانه‌ای و پیمایشی برنامه‌ریزی شده است، تلاش می‌شود تا ضمن شناسایی مجموعۀ سیاست‌های اجرایی مناسب برای تحقق سیاست‌های کلی نظام اداری در حوزۀ سلامت اداری، مدلی از نحوۀ اثرگذاری و اثرپذیری این سیاست‌ها ارئه شود. بر این اساس، پس از مطالعۀ مبانی نظری و استخراج فهرستی از سیاست‌های اجرایی، اعضای کمیته‌های سلامت اداری فعال در 60 دستگاه اجرایی استان یزد به‌عنوان جامعه آماری تحقیق انتخاب شد و با طراحی پرسش‌نامه‌ای، نظرات کارشناسی آن‌ها در این زمینه مورد سنجش و تحلیل قرار گرفت. یافته‌های پژوهش نشان می‌دهد مجموعۀ 23 سیاست اجرایی شناسایی‌شده، از نظر شدت اثرگذاری بر سیاست‌های کلی، در 4 خوشه سطح‌بندی می‌شود که مؤثرترین‌ها در این میان، انتصاب مدیران حرفه­ای شایسته و به‌کارگیری نیروی انسانی کافی و کارآمد است.

چکیده [English]

Many of the general policies of administrative system is related to the administrative integrity. To achieve them, practical models and executive policies are needed. This mixed method research used library and survey methods to identify the general executive policies for achieving the general administrative policies in administrative integrity, and suggested a model on the effectiveness of these policies. Accordingly, after studying the theoretical principles and extracting the executive policies, the members of administrative integrity committee active in 60 executive offices of Yazd province were selected as the sample of the study. A questionnaire was designed to extract the expert's opinion.  The findings uncovered 23 executive policies based on the effectiveness of the general policies in four areas. The most effective one was selecting professional managers and using practical human resources.
