شناسایی و دسته‌بندی معیارهایی برای تدوین سیاست‌های عمومی

چکیده

هدف پژوهش حاضر شناسایی معیارهایی برای تدوین سیاست­های عمومی است. تحلیلگران سیاست نقش مهمی در مرحلۀ تدوین سیاست ایفا می­کنند. در این مرحله، پس از بررسی ابعاد و عوامل مشکلات سیاستی، گزینه­های سیاستی و پیامدهای آن‌ها شناسایی و مدوّن می­شود و گزینه­های سیاستی مناسب برای هر مشکل پیشنهاد می­گردد. تدوین مناسب و دقیق سیاست‌های عمومی احتمال موفقیت و اثربخشی این سیاست‌ها را افزایش می‌دهد. از این رو شناخت مرحلۀ تدوین و احصای معیارهایی برای تدوین خوب سیاست­های عمومی ضروری است. در پژوهش حاضر، با استفاده از روش تحلیل مضمون و  با بررسی مطالعات مربوط به تدوین سیاست­، معیارهایی برای تدوین خوب سیاست­ها شناسایی و در پنج مضمونِ 1. معیارهای مربوط به ماهیت مسئلۀ عمومی، 2. معیارهای مربوط به عوامل مسئلۀ عمومی، 3. معیارهای مربوط به بازیگران تدوین، 4. معیارهای مربوط به راه‌حل‌های ارائه‌شده، 5. معیارهای مربوط به تعیین اهداف دسته‌بندی شده است. این معیارها می‌تواند راهنمای تحلیلگران، سیاست‌گذاران، سازمان­ها و نهادهای ذی‌ربط در تدوین سیاست­های عمومی باشد.

چکیده [English]

The aim of this research is to identify a set of criteria for designing public policies. Policy makers play an important role in designing policies. In the policy making stage, after identifying the challenges of a policy, its options, and consequences, some appropriate choices are suggested. An appropriate design of public policies can increase its effectiveness. Therefore, the design stage and the criteria for appropriate public policies are a necessity. This study employs content analysis method in order to identify appropriate criteria for designing policies after reviewing the studies in the related area. The criteria, however, are divided into five themes: 1. the nature of public, 2. aspect of public, 3. agents of design, 4. the final resolution, and 5. setting the categorizing aims. These criteria can function as guidelines for analysts, policy-makers, organizations, and related institutes in designing public policy.
