الگوی حسن اجرای سیاست‌های کلی نظام اداری با استناد به قانون خدمات کشوری

چکیده

با عنایت به اهمیت مسأله اجرای اثربخش سیاست‌های کلان اداری، این تحقیق با هدف ارائه مدل عوامل موثر بر اجرای اثربخش قانون خدمات کشوری در حوزه منابع انسانی انجام شد. ابزار اصلی جمع‌آوری داده ها، یاداشت برداری در مرحله کیفی و پرسش نامه در مرحله کمی است. با تحلیل محتوای تحقیقات انجام شده در زمینه اجرای خط مشی عمومی قانون خدمات کشوری، مدلی با سه بعد اصلی و نه بعد فرعی شامل فرایند(استخدام و جذب،آموزش و بهسازی، جبران خدمات) ، ساختار ( راهبرد و خط مشی، ساختار، منابع و زیرساخت‌ها)و عوامل زمینه‌ای(دولت- مقرارات گذاران، اجتماعی – فرهنگی، سیاسی- اقتصادی)، 29 مولفه و 108 شاخص پس از غربال طی دو راند دلفی فازی با مشارکت 11 خبره مطلع و صاحبنظر درحوزه قانون خدمات کشوری، ارائه گردید. نتایج تحلیل اهمیت- عملکرد متغیرهای مدل حاکی از آن بود که متغیرهای سیاست زدایی محیط اجرا ، ارتباطات و آزادی عمل، رعایت شایستگی، ابزارهای اجرای خط مشی ، زیرساخت ها ،، جامعیت، انسجام و کفایت ، بودجه، پشتیبانی مالی و اقتصادی، جذب ضابطه مند، توانمندسازی، ظرفیت های مالی، حمایت و پشتیبانی، بازبینی و نظارت، نظام یافتگی فنی و ضمانت اجرایی در ناحیه ضعف (اهمیت بالا-عملکرد پایین) قرار دارند

چکیده [English]

Considering the importance of the issue of effective implementation of macro-administrative policies, this study was conducted with the aim of presenting a model of factors affecting the effective implementation of the Civil Service Law in the field of human resources. The main tools of data collection are taking notes in qualitative stage and questionnaires in quantitative stage. By analyzing the content of research conducted in the field of implementation of the general policy of the Civil Service Law, a model with three main dimensions and 9 sub-dimensions including process (employment and recruitment, training and improvement, service compensation), structure (strategy and policy, structure, resources and infrastructure) and underlying factors (government-regulators, socio-cultural, political-economic), 29 components and 108 post-screening indicators were presented in two fuzzy Delphi rounds with the participation of 11 knowledgeable experts in the field of civil service law. The results of the significance-performance analysis of the model variables indicated that the variables of depoliticization of the implementation environment, communication and freedom of action, observance of competence, policy implementation tools, infrastructure, comprehensiveness, coherence and adequacy, budget, financial and economic support, regulated recruitment, empowerment, financial capacity, aid and support, review and oversight, technical systematization and executive guarantee are in the weak zone
