الگوی نظارت راهبردی تحقق سیاست‌های کلی نظام جمهوری اسلامی ایران

چکیده

هدف این مقاله تدوین الگوی نظارت راهبردی بر تحقق سیاست‌های کلی نظام جمهوری اسلامی ایران است. این تحقیق به‌لحاظ هدف، کاربردی و به‌لحاظ روش، آمیخته از نوع اکتشافی به‌شمار می‌آید. پس از مرور پیشینۀ تحقیق و مطالعات اکتشافی و چارچوب نظری پژوهش، مدل مفهومی تحقیق تدوین شد و با انجام مصاحبه (داده‌های کیفی) و تکمیل پرسش‌نامه (داده‌های کمّی) توسط 62 نفر از خبرگان حوزۀ سیاست‌گذاری و حکمرانی، داده‌های تحقیق گردآوری و با روش معادلات ساختاری تجزیه و تحلیل گردید و سرانجام مدل نهایی تکمیل و ارائه شد. الگوی پیشنهادی از دَه بُعد تشکیل شده است: «نظارت بر ویژگی‌های سیاست کلی تدوین‌شده»، «نظارت بر ملاحظات تدوین سیاست کلی»، «نظارت بر تدوین نقشۀ راه تحقق سیاست کلی»، «نظارت بر بسترسازی‌های تحقق سیاست کلی»، «نظارت بر الزامات اجرای سیاست کلی»، «نظارت بر ملاحظات و ویژگی‌های رهبری در تحقق سیاست کلی»، «نظارت بر ملاحظات و ویژگی‌های مجریان در تحقق سیاست کلی»، «نظارت بر مراجع و عوامل محیطی مؤثر بر تحقق سیاست کلی»، «نظارت بر دستاوردهای حاصل از اجرای سیاست کلی» و «فرایندها، ملاحظات و الزامات نظارت بر تحقق سیاست کلی». هریک از این ابعاد دارای مؤلفه‌ها و زیرمؤلفه‌هایی بوده که درمجموع از 53 مؤلفه و 110 زیرمؤلفه تشکیل شده است.

چکیده [English]

The purpose of this study is to design a model for strategic monitoring of general policies implementation in Islamic Republic of Iran. The study takes a practical aim and uses exploratory research design. After putting forth the theoretical framework, the model was designed through interview (qualitative data) and questionnaire (quantitative data) taken from 62 experts in the area of policy making and governing. The data were, then, analyzed through structural equation modeling. The suggested model consists of ten aspects: monitoring the designed general policies, monitoring the notions of designing general policies, monitoring the path of general policies implementation, monitoring the grounds for general policies implementation, monitoring the requirements for general policies implementation, monitoring the supreme leader's notions on general policies implementation, monitoring the features of executives in general policies implementation, monitoring the sources and influential environmental aspects of general policies implementation, monitoring the achievements of general policies implementation, and processes, cautions, and requirements of monitoring general policies implementation. Each of these aspects consists of subcategories, i.e. 53 categories and 110 subcategories.
