One of the important aspects of reforming the human resources administrative system and creating the ground for the spiritual growth of human resources and improving and upgrading the level of their knowledge, expertise and skills, which is also emphasized in paragraph 5 of the general policies of the administrative system announced by the Supreme Leader. The purpose of this study is to investigate the relationship between staff professional development and succession planning in accordance with paragraph 5 of the administrative system transformation policies with the mediating role of organizational learning in the Expediency Council. Research approach, quantitative and its type in terms of study purpose; Applied and research method is descriptive-survey. The statistical population of all employees of the Expediency Council 250 people from which 152 people were selected by simple random sampling. Research tools; Ricardo et al.'s (2007) Organizational Learning Questionnaire is the professional development of Callahan and Davila employees (2004) and Kim's successor (2016) whose validity was calculated through face and content validity and reliability by Cronbach's alpha (above 0.7). Findings were analyzed by SPSS and Smart Pls software and structural equation models at both descriptive and inferential levels. Findings showed that professional development path coefficient 0.79 is related to organizational learning, organizational learning path coefficient 0.63 is related to succession. Professional development path coefficient 0.27 is also related to succession breeding in the Expediency Council.
