In recent decades, sea-oriented development has emerged as one of the most important paradigms of sustainable economic, security, and strategic development for states. By utilizing their maritime capacities, many countries have adopted macro-policies aimed at strengthening the blue economy, port development, maritime transport, and the protection of the marine environment. Given its geopolitical position and access to major international waterways, the Islamic Republic of Iran has also promulgated general policies for sea-oriented development with the aim of elevating the country’s economic and strategic standing. However, the effective realization of these policies requires coordination with the rules and standards of international maritime law, particularly the instruments and regulations of the International Maritime Organization (IMO), as well as drawing upon the experiences of leading maritime states. Accordingly, the present study, using a descriptive-analytical method, seeks to elucidate Iran’s general policies of sea-oriented development in light of state practice and IMO instruments.experiences of successful states, the groundwork can be laid for the effective realization of Iran’s general policies of sea-oriented development
