The restructuring of undergraduate academic programs is a key requirement for the transformation of higher education systems, contributing to improved efficiency, responsiveness to societal needs, and alignment with future developments. This qualitative study, based on document analysis and conducted with an applied purpose, aims to identify the factors influencing the restructuring of undergraduate academic programs.
Eight higher education policy documents with the highest relevance to the research topic were analyzed to extract major components and strategic orientations. The data were coded and organized using MAXQDA 2020 software. To ensure reliability, a portion of the data was independently recoded by a second coder, yielding a Cohen’s kappa coefficient of 0.85. The validity of the findings was confirmed through expert review by specialists in higher education.
The findings reveal that the factors affecting the restructuring of undergraduate academic programs can be categorized into five major dimensions: (1) educational, identity-building, and competency development; (2) developmental and problem-oriented higher education; (3) scientific advancement and future-oriented program development; (4) quality and governance in higher education; and (5) contextualization and localization of higher education.
These dimensions indicate that program restructuring is not merely an internal academic reform but a strategic response to the political, economic, social, technological, and environmental demands of the country. The findings provide a practical framework for policymaking, program review, and the development of undergraduate academic programs.
