This study aims to present an Interpretive Structural Modeling (ISM) framework for policy-making regarding the strategic management of crime and social harm prevention, in alignment with the Constitution and the System's general policies on judicial affairs. From a paradigmatic perspective, the research is grounded in pragmatism and employs a mixed-methods approach (qualitative-quantitative). The qualitative phase utilized thematic analysis, while the quantitative phase employed Interpretive Structural Modeling (ISM). Participants consisted of 20 experts and practitioners in the judicial field, selected via purposive sampling and interviewed using a semi-structured format until theoretical saturation was reached. Qualitative data were coded using MAXQDA software, resulting in the extraction of 134 initial codes, 30 core themes, and 13 overarching themes. The ISM results revealed that the prevention process is organized across distinct levels. Variables related to the typology, classification, and scope of social anomalies were identified as independent, foundational variables (characterized by high influence and low dependence) that serve as the model's drivers. Variables such as internal and external factors, capability feasibility assessments, and vision formulation fell into the "critical zone," characterized by high instability and mutual interaction. Finally, themes concerning the implementation, monitoring, and evaluation of strategies were identified as the model's dependent output variables.
