This study aims to design strategies for popularizing the ocean-based economy based on the underlying logics of successful grassroots production models in Iran. Employing a qualitative approach with comparative analysis, the research is grounded in in-depth field ethnography of ten successful grassroots production models and qualitative content analysis of semi-structured interviews and participatory observation.
The findings reveal that the success of these models rests upon eight common logics, delineated within a temporal-functional chain encompassing formation (genuine grassroots orientation and problem-centricity), cooperation (social capital and field leadership), continuity (experiential learning and integration of tradition and innovation), and sustainability (resilience and intermediary institutions). Among these, three components—genuine grassroots orientation, problem-centricity, and social capital—were identified as the foundational core.
Analyzing the transferability of these logics to the ocean-based economy led to a systematic framework translating each into operational components. Accordingly, four models—cooperative-based, local leadership, indigenous knowledge-based, and hybrid resilient—were introduced for application. Comparison with previous studies demonstrates alignment with international and domestic research. Furthermore, six categories of barriers—structural-institutional, legal-regulatory, economic-sanctions, infrastructural-technological, socio-cultural, and participatory—were identified.
Emphasizing the necessity of transitioning from a trustee to a facilitative governance approach, and identifying data-related, transferability, and institutional limitations, the paper offers concrete policy recommendations at both macro and meso-executive levels to realize the popularization of the ocean-based economy along Iran's coasts, particularly in the strategic Makran region.
