The objective of this study is to analyze and assess the risks associated with passenger ferry navigation on the Bandar Abbas-Qeshm Island route using the SHELL model (Software, Hardware, Environment, and Liveware). The research employs an applied, mixed-method (quantitative and qualitative) approach, with its statistical population consisting of experts in tourism and navigation; 12 experts participated in interviews, and 15 were involved in the fuzzy Delphi phase. Data analysis was conducted using interviews, content analysis, the fuzzy Delphi method, and risk ranking via the DANP method. Through this process, 28 risks were identified and subsequently validated. The findings indicate that software risks include software errors, cyberattacks, and unauthorized access; hardware risks encompass sensor defects, physical damage, and power supply problems; environmental risks consist of water pollution, damage to marine life, and marine traffic; and liveware (personnel) risks involve accidents, adverse weather conditions, illnesses and injuries, and psychological stress. Furthermore, the risk prioritization revealed that "illnesses and injuries" constitute the most significant risk.
