Article 98 of the general policies of the Seventh Development Plan emphasizes the the Recruitment and Return of Elites. Therefore, the purpose of this study is to design a model for Recruiting and Retaining Elites in the Study and Research Centers of the Islamic Republic of Iran's army in order to achieve the Seventh Development Plan. The present study is applied-developmental in terms of its purpose and descriptive-exploratory in terms of its data collection method, and is of a Mixed type (qualitative-quantitative). The data collection method is a systematic review of the research background using thematic analysis method and MAXQDA software and also a questionnaire from experts during two Delphi rounds in SPSS software. Accordingly, using the purposive-judgmental sampling method, a combination Statistical population of the academic staff of the army study centers and 4 people from the statistical population of expert managers of the National Elite Foundation were selected as sample members. The results showed that the dimensions, components and indicators of Elite Recruitment consist of 2 dimensions, 5 components and 26 indicators and Elite Retention consists of 2 dimensions, 4 components and 16 indicators, which can show the pattern of Elite Recruitment and Retention in the Study and Research Centers. Therefore, from the experts' perspective, the dimensions of Knowledge Employer Brand, Application of Information and Communication Technologies, Motivational Factors, and Organizational Factors play an influential role in Recruiting and Retaining Elites in the Study and Research Centers of the Islamic Republic of Iran's army
