چکیده

اجرای خط مشی های عمومی سلامت با تحقق عدالت یکی از مهمترین اهداف نظام سلامت می باشد، اما عواملی مانند شرایط اقتصادی ،اجتماعی ،سیاسی و بازیگران ، اجرای خط مشی ها را تحت تاثیر قرار می دهند. تا کنون در کشور الگویی یرای اجرای خط مشی ها عمومی سلامت مبتنی بر عدالت ارائه نشده است.بنابراین ضرورت طراحی الگویی مناسب برای اجرای خط مشی های عمومی سلامت مبتنی بر عدالت هدف پژوهش حاضر است. درپژوهش حاضر از روش کیفی و از راهبرد گرندد تئوری (نظریه داده بنیاد) استفاده شده است. داده ها از طریق مصاحبه نیمه ساختاریافته با 15 نفر از خبرگان سلامت و به کمک روش نمونه گیری هدفمند ،گرداوری شد. مطابق با مدل استرواس و کوربین ،کد گذاری انجام شد و تحلیل شد.در تحلیل داده ها ،در نهایت به 121 مفهوم و 25 مقوله فرعی و 6 مولفه اصلی به اشباع نظری رسیدو به ایجاد مدلی که تاثیر شرایط علی ،عوامل زمینه ای ،عوامل مداخله گر بر پدیده محوری همان اجرای خط مشی های عمومی سلامت مبتنی بر عدالت ( ماهیت خط مشی ،رویه های اجرای خط مشی و ارزیابی حین اجرای خط مشی )شناسایی شد، پدیده محوری تحقیق از نواوری برخوردار است ،همچنین راهبردهای نوینی بر اساس نظر خبرگان مانند پیوست عدالت سلامت در همه سیاستها و حکمرانی خوب سلامت و ایجاد پایگاه اطلاعاتی سلامت که منجر یه شناسایی پیامدهای جدیدی مانند مدیریت مالی سلامت، سلامت اجتماعی و عدالت سلامت شده است.

چکیده [English]

The implementation of public health policies to Achieve of equity is one of the most important goals of the health system, but many factors such as economic, social, political and acters conditions affect the implementation of policies. so far, no model has been presented for the implementation of public health policies based on equity in the country. Therefore, it is necessary to design a suitable model for the implementation of public health policies, this research seeks to design model for the implementation of public health policies based on equity. In terms of strategy, this study is qualitative and data-based theory research. To gather the required data, the researcher conducted semi-structured interviews with 15 policy specialists and health experts using a purposive method. The interviews were analyzed through coding to according to Strauss and Corbin’s paradigm model. The results of data analysis finally research theoretical saturation as it consisted of 6 main categories and 25 subcategories and 121 concepts and to create a model that identifies the causal, context and intervention and their impact on the central phenomenon that same the implementation of public health policies based on equity. The central phenomenon of the research is innovation also new strategies based on the opinions of experts such as health equity attachment in all policies, good health governance, creating a health data-base that these lead to identify new consequences such as health financial management, social health and health equity
