Sustainable economic development is one of the key objectives of all governments and depends on identifying its contributing factors. Health is one of the factors affecting human capital, productivity, and sustained economic development. Improving this index requires planning and policymaking by taking into account regional differences. The present research is an applied study drawing on a descriptive and analytical framework. It uses a Vector Auto-regression model with panel data and an account of the Cobb-Douglas production function to investigate how household education and health expenditures affect the mortality rate of children under 5. It also examines the impact of development expenditures on the economic growth of two groups of privileged and underprivileged provinces. Findings suggest that the above indicators impact economic growth in both province groups. However, their impact is more pronounced among disadvantaged provinces. It follows that the government should pay more attention to this group. The health indicator results show that this indicator is a long-term variable, and the policies dealing with it exert a long-term effect on economic growth and development
