This paper examines a comparative study of the effect of policy of changing labour tax on the poor and wealthy households’ utility in an optimal fiscal policy model using data from 1998 to 2020 and DSGE framework. In the presence of heterogeneous agents in a dynamic stochastic general equilibrium framework. The changing labor tax with the existence and role of the poor and rich households of society can change the results of optimal policies on the economy and propose new policies to policymakers. Results indicate that in these models, the role of labour tax available in the policymaker system is very important and changing labor tax led to different changes in the utility of the rich and the poor and as a result, the welfare of these two groups of households will change differently, Therefore, the monetary and fiscal policy of the government should be optimized by looking at the share of poor and rich households in the society. Examining the effect of tax reform by the government in a society with a rich and poor household in the presence of Ramsey problem, shows that the implementation of a labor tax increase policy by the government first leads to a decrease in welfare in the short run and then an increase in the long run.
