The purpose of this study is to identify the factors affecting the knowledge-based administrative system to implement the general policies of the administrative system. According to the purpose, this research is applied, in terms of method, descriptive survey and in terms of data type is mixed (qualitative and quantitative). The sampling method is targeted in the qualitative and snowball sections and in the quantitative, cluster and stratified random sections. The statistical population in the qualitative section is 20 experts and specialists and in the quantitative section is 1472 employees of Bank Melli in Tehran, 305 people were selected as a sample using Cochran's method. Confirmatory factor analysis and hierarchical analysis (AHP) were used. The results of qualitative part analysis led to the theoretical confirmation of the model, with 7 dimensions, 28 components and 91 indicators. The required information was collected using a researcher-made questionnaire and analyzed through SPSS, Lisrel and Expert choice software. Findings showed that the most important dimensions are the importance of knowledge management factor, information integration, government-related factors, environmental factor, organizational factor, infrastructure factor and Islamic values factor, respectively, which according to the approval of path coefficient and t-statistic, seven factors Identified have a direct and significant impact on the components of the knowledge-based administrative system.
