طراحی الگوی پارادایمی توسعۀ گردشگری روستایی با رویکرد تحقق سیاست‌های کلی تشویق سرمایه‌گذاری

چکیده

یکی از گام‌های اساسی در توسعه و پیشرفت هر منطقه‌ای، استفادۀ بهینه از تمام امکانات و منابع آن با مدیریت علمی و صحیح است. گردشگری روستایی، به‌عنوان راهبردی مطلوب جهت توسعۀ جوامع روستایی، توجه مدیران محلی را برای پیشرفت آن افزایش داده است. هدف این پژوهش ارائۀ الگوی پارادایمی توسعۀ گردشگری روستایی  با رویکرد تحقق سیاست‌های کلی تشویق سرمایه‌گذاری است. روش پژوهش کیفی و نظریۀ داده‌بنیاد مبتنی بر روش‌شناسی تفسیری است. اطلاعات به روش کتابخانه‌ای و اسنادی و مصاحبۀ ساختاریافته گردآوری شده است. جامعۀ آماری پژوهش شامل هجده نفر از خبرگان و صاحب‌نظران  گردشگری  و استادان خبره در این زمینه می‌شود که با روش نمونه‌گیری گلوله‌برفی انتخاب شدند. سال مورد بررسی پژوهش سال 1400 است. ابزار جمع‌آوری اطلاعات مصاحبۀ نیمه‌ساختاریافته برگرفته از چارچوب نظری است. این پژوهش از لحاظ هدف کاربردی و از نوع توصیفی ـ تحلیلی محسوب می‌شود. نتایج تحقیق نشان داد عوامل علّی نظیر اقتصادی، اجتماعی، فرهنگی و زیست‌محیطی بر راهبرد مقوله‌هایی مانند آموزش‌های بوم‌گردی، نظام مدیریت یکپارچه و تدوین قوانین  با نقش مداخله‌گری دولت شامل سیاست‌ها، حمایت‌ها و ایجاد زیرساخت‌ها با پیامدهای فرهنگی، اقتصادی، اجتماعی و زیست‌محیطی بر توسعۀ بوم‌گردی تأثیر دارد.

چکیده [English]

One of the key steps of development in any region is to employ all the resources beneficially through a scientific and proper management. Rural tourism, as a suitable strategy for developing rural areas, has attracted the local managers for development. The aim of this research was to suggest a paradigmatic model for developing rural tourism through realizing the investment incentive policies. The method was qualitative following the grounded theory. The data were collected through library study and semi-structured interviews. The population of the study consisted of 18 experts and professionals in tourism which were sampled based on the snowball method. The time of the study was 2021. The tool of data collection was the semi-structured interview based on the theoretical framework of the study. This study is considered practical and descriptive-analytical. The findings showed that the causal effects such as economy, society, culture, and environment have effects on issues such as local tourism education, coherent management, designing laws considering the intervening variable of government such as policies, supports, and establishing infrastructures with social, economic, cultural, and environmental consequences on developing local tourism.
