اقتصاد مقاومتی و راهبرد افزایش صادرات ایران به بازار اتحادیۀ اقتصادی اوراسیا

چکیده

یکی از راهبردهای سیاست‏های اقتصاد مقاومتی ابلاغ‌شده توسط رهبر معظم انقلاب اسلامی در 29 بهمن 1392 تلاش جهت بهبود ظرفیت‏های صادرات کشور در راستای کسب سهم از بازار کشورهای خارج است. بررسی بازار صادرات کالاهای ایرانی به بازار کشورهای عضو اتحادیۀ اقتصادی اوراسیا به‏دلیل اهمیت این اتحادیه برای ایران و نیز اجرای موافقت‌نامۀ تجارت ترجیحی موقت میان ایران و این اتحادیه از سال 2018 م به امری مهم و ضروری تبدیل شده است. در راستای این نیاز و ضرورت، هدف از انجام این تحقیق بررسی امکان‏پذیری گسترش صادرات کالاهای ایران به کشورهای عضو این اتحادیه، با استفاده از داده‏های سالیانۀ 1390 تا 1398، از طریق دو شاخص کسینوس و مزیت نسبی آشکارشده است. نتایج این تحقیق نشان داد که در اتحادیۀ اقتصادی اوراسیا، ارمنستان دارای بیشترین امکان توسعۀ صادرات ایران به این کشور است. پس از آن، روسیه از دیگر اعضای این اتحادیه است که می‏تواند جهت گسترش صادرات کالاهای ایرانی مورد توجه قرار گیرد. طبق نتایج به‏دست‏آمده، پیشنهادهای سیاستی همچون برنامه‏ریزی صادراتی در حوزۀ کالاهای دارویی و فناوری‏محور، حمایت از استارتاپ‏ها و بنگاه‏های کوچک و متوسط، شناخت هدفمند بازار کشورهای عضو اتحادیه، رفع موانع صادراتی بخش خصوصی و ایجاد کنسرسیوم‏های صادراتی بیان شد.

چکیده [English]

One of the strategies of resistance economy indicated by the supreme leader issued in February 18, 2014 was to improve the exporting capacity of the country in order to have a share in the foreign market. It is significant to study the exporting market of the Iranian products to the countries of Eurasian economic union, and the implementation of temporary commercial agreements between Iran and this union since 2018. Accordingly, the aim of this study was to investigate the possibility of expanding the export of Iranian products to the members of this union through the data collected between 2012 and 2020 via the indexes of cosinus and comparative advantage. The findings showed that in the Eurasian economic union, Armenia has the highest possibility for exporting Iranian products. After that, Russia could also expand the export of Iranian products. According to the results, some political suggestions such as exporting plans for drug and technology products, supporting start-ups and small and medium businesses, purposeful identification of the markets in the Eurasian countries, removing exporting barriers for the private sector and establishing an exporting consortium are noted.
