وضعیت حرفه‌ای‌گرایی نظام اداری ایران به‌منظور تسهیل اجرای سیاست‌های کلی نظام اداری

چکیده

نظام اداری برای پاسخ به نیازهای متنوع و متعارض جامعه، نیازمند دانش و تخصص است. امروزه حرفه‌ای‌گرایی در بخش دولتی به نیازی اساسی تبدیل شده؛ اما در مسیر راه با چالش‌هایی نیز مواجه گردیده است. هدف از این مقاله، ارزیابی عوامل مؤثر بر بُعد حرفه‌ای نظام اداری ایران است. پژوهش حاضر از نظر هدف، کاربردی، از نظر جمع‌آوری داده‌ها، پیمایشی و از نظر روش و تشریح وضعیت موجود، توصیفی است. جامعۀ آماری تحقیق مدیران چهار وزارتخانۀ‌ ایران است که برای نمونه‌گیری، روش نمونه‌گیری خوشه‌ای به‌کار رفت. به‌منظور تحلیل داده‌ها از روش فازی استفاده شد و بدین ترتیب، اطلاعات لازم در قالب زبان طبیعی از خبرگان اخذ شد و مورد تحلیل قرار گرفت. حد بهینۀ بُعد حرفه‌ای نظام اداری ایران در وضعیت موجود (60/7) و مطلوب (21/7) تفاوت معناداری دارد. نتایج پژوهش نشان داد هر چهار بُعد، شامل مسئولیت اجتماعی، هم‌شکلی هنجاری، اخلاق حرفه‌ای و شهروندمداری، سازه‌های اصلی حرفه‌ای‌گرایی در نظام اداری کشور را تشکیل می‌دهد و سه ویژگی فرهنگی، شامل سطح پایین آینده‌نگری، کم‌اعتمادی به مقررات و فرهنگ عمومی غیرعقلایی، به‌عنوان مانعِ فرارویِ بُعد حرفه‌ای نظام اداری ایران شناسایی شد.

چکیده [English]

To answer to the various and conflicting needs of the society, the administrative systems need knowledge and expertise. Nowadays, professionalism has become a fundamental need in the public sector; however, there have been challenges along the way. This study aims at evaluating the factors affecting professionalism in Iran’s administrative system. In terms of purpose, this current research is practical. The data is collected via surveys, and the method is considered as descriptive. Using the cluster random sampling method, the statistical population of the research was the managers of four ministries. In order to analyze the data, the fuzzy method was employed; accordingly, the required data was obtained from the experts through open-ended interviews. There was a significant difference between the optimal level of professional dimension of Iran’s administrative system in the current (7.60) and the required (7.21) conditions. Based on the results, all four dimensions including social responsibility, normal homogeneity, professional ethics, and citizenship orientation are the main structures of professionalism in the administrative system of the country. Three cultural characteristics were identified as the obstacles of the advancement of professional dimensions of Iran’s administrative system, namely low-level foresight, lack of trust in regulations, and irrational public culture.
