طراحی مدل ارزیابی اجرای خط‏مشی توسعۀ پایدار شهری در چارچوب برنامۀ ششم

چکیده

ارزیابی خط‏مشی یکی از ابزارهای مهم تضمین اجرای دقیق خط‏مشی است. هدف از این تحقیق، طراحی مدل ارزیابی اجرای خط‏مشی توسعۀ پایدار شهری در چارچوب برنامۀ ششم است. این پژوهش از نظر هدف، کاربردی و از نظر نوع داده‏ها، آمیخته (کیفی ـ کمّی) است. مشارکت‏کنندگان در بخش کیفی تحقیق شامل بیست نفر از خبرگان علمی و اجرایی شاغل در ادارات دولتی بودند که با روش نمونه‏گیری قضاوتی و هدفمند انتخاب شدند. مشارکت‌کنندگان در بخش کمّی نیز 250 نفر از مدیران شهرداری‏های تابعۀ استان البرز (کرج، فردیس، محمدشهر و هشتگرد) بودند که با استفاده از فرمول کوکران، حجم نمونه 152 نفر تعیین گردید و با روش نمونه‏گیری تصادفی خوشه‌ای انتخاب شدند. ابزار گردآوری داده‏ها در بخش کیفی مصاحبۀ نیمه‏ساختاریافته و در بخش کمّی پرسش‌نامۀ محقق‌ساخته بود. روایی مصاحبه‏ها از طریق بازآزمون، و روایی محتوایی پرسش‌نامۀ بخش کمّی به‌وسیلۀ خبرگان تأیید شد. به‌منظور تحلیل داده‏های بخش کیفی از روش دلفی استفاده شد و برای تحلیل داده‌های بخش کمّی نیز مدل‌سازی معادلات ساختاری به‌کار رفت. نتایج نشان داد مدل تحقیق شامل شش مؤلفۀ اهداف و استانداردهای خط‏مشی، منابع و ابزارهای خط‏مشی، مجریان خط‏مشی، سازمان مجری، عوامل غیرقابل‏ کنترل و پیامدهای اجرای خط‏مشی است. نتایج تحلیل‏های کمّی نیز مؤید معنا‏داری ارتباط بین شاخص‏ها و مؤلفه‏های مدل تحقیق در سطح آلفای 0.05 است.

چکیده [English]

Policy evaluation is one of the key elements to ensure the strict implementation of the policy. The purpose of this research is to create an evaluation model for the implementation of the sustainable urban development policy in the structure of sixth program. In terms of purpose and result, this research is developmental and practical, and its data is considered mixed (qualitative-quantitative). In the qualitative part of the research, the participants included twenty scientific and executive experts working in government departments who were chosen by judgmental sampling method. In the quantitative part, 250 managers of municipalities of Alborz province (Karaj, Fardis, Mohammadshahr, and Hashgerd) participated; by using Cochran’s formula, 152 people were selected by cluster random sampling. In the qualitative part, the data collection method was semi-structured interview, and in the quantitative part, it was researcher-made questionnaire. The validity of interviews was confirmed by retesting and the validity of questionnaires was approved by experts. In order to analyze the data of the qualitative and quantitative part, the Delphi method and structural equation modeling were used, respectively. The results showed that the research model includes six components of policy goals and standards, policy resources and tools, policy implementers, implementing organization, uncontrollable factors, and policy implementation consequences. According to the results of quantitative analysis, the alpha level of 0.05 represented a significant relationship between the indicators and components.
