عوامل مؤثر بر پیاده‌سازی سیاست‌های کلی نظام جمهوری اسلامی ایران

چکیده

هدف از این مقاله، شناخت عوامل مرتبط با پیاده‌سازی سیاست‌ها به‌عنوان یکی از مراحل مهم و اثرگذار در تحقق سیاست‌های راهبردی و کلان با موردکاوی سیاست‌های کلی نظام جمهوری اسلامی ایران است. این تحقیق به‌لحاظ هدف، کاربردی و به‌لحاظ روش، آمیخته از نوع اکتشافی به‌شمار می‌آید. پس از مرور مبانی نظری، پیشینه‌‌کاوی و مطالعات اکتشافی، دستگاه مفهومی تحقیق تدوین شد؛ سپس با انجام مصاحبه (داده‌های کیفی) و تکمیل پرسش‌نامه (داده‌های کمّی) توسط 62 نفر از خبرگان حوزۀ سیاست‌گذاری و حکمرانی، داده‌های تحقیق گردآوری و با روش معادلات ساختاری تجزیه‌و‌تحلیل گردید و درنهایت مدل نهایی تکمیل و ارائه شد. الگوی پیشنهادی از شش بُعد «تدوین نقشۀ راه تحقق سیاست کلی»، «بسترسازی‌های تحقق سیاست کلی»، «الزامات اجرای سیاست کلی»، «ملاحظات و ویژگی‌های رهبری تحقق سیاست کلی»، «ملاحظات و ویژگی‌های مجریان تحقق سیاست کلی» و «مراجع و عوامل محیطی مؤثر بر تحقق سیاست کلی» تشکیل شده است. هریک از ابعاد مؤلفه‌ها و زیرمؤلفه‌هایی دارد که درمجموع شامل 30 مؤلفه و 75 زیرمؤلفه می‌شود.

چکیده [English]

The purpose of this article is to extract the factors related to the policy implementations, as one of the significant steps in the understanding of strategic and macro policies, by analyzing the general policies of the Islamic Republic of Iran. In terms of purpose, this study is practical, and it is considered exploratory mixed research. After reviewing the theories, background analysis and exploratory studies, the conceptual research system was designed; then, by conducting interviews (qualitative data) and completing questionnaires (quantitative data) by 62 experts in the field of policy and governance, the research data was collected and analyzed by structural equation modelling method. At last, the finalized model was introduced. The presented model consisted of six dimensions: a road map for the realization of general policy, planning for the realization of general policy, the essentials of the implementation of general policy, considering the features of the leader of the realization of general policy, the characteristics of the implementers of the realization of general policy, and the environmental factors affecting the realization of general policy. Each of the dimensions has components and subcomponents which are 30 and 75, respectively.
