Consequently, there were various patterns of power in society that emerged with Muslim scholars in constitution formation. The constitution of the Islamic Republic of Iran has been taken into consideration. A subject that has long occupied the minds of political thinkers and occupied a great deal of debate. Thus, the assumption is that power, if not controlled, will corrupt and corrupt the social system and undermine human rights; That is why in most modern countries, no matter who the power belongs to, there is a strong emphasis on the control of popular institutions over the government and the rulers. This research has attempted to address this important issue in the constitution.
