The pattern of monitoring the implementation of administrative system transformation policies in the banking network

Abstract
Policies and programs of administrative transformation implemented with the aim of improving the quality of services of the administrative system. The main goal of the current research is to provide a model for monitoring the implementation of administrative system transformation policies.

The researchers used a mixed sequential exploratory approach, so that in the qualitative stage, using the content analysis method, the antecedents and consequences of the implementation of administrative system transformation policies through semi-structured interviews with 16 experts were counted, so at this stage, four main categories and thirteen subcategories were obtained. In the quantitative stage, the classical Delphi method was used to validate the calculated factors. In this way, a questionnaire was designed based on the factors calculated in the qualitative stage and distributed among 12 university experts to obtain their consensus about the factors calculated. Quantitative stage data were also analyzed using statistical methods such as Kendall's correlation coefficient and measures of tendency towards the center and away from the center.

The findings from two qualitative and quantitative stages showed that the experts on the model of monitoring the implementation of administrative system transformation policies including internal organizational antecedents (administrative system goals and strategies, administrative system culture, managerial factors) and decision-making, structural factors and administrative system technology), external organizational antecedents (social factors, organizational trends, legal political factors, technological factors and economic factors), monitoring of the policy of the administrative system (monitoring the efficiency and results of the policy) and the organizational and social consequences reached a consensus.
