This research was conducted with the aim of identifying and classifying various barriers to the use of evidence-based policy making. This interpretive and applied research is conducted with a qualitative approach and a systematic literature review method. The information resources of the research are the articles published in related to the purpose of this research in the international scientific databases in the selected period of time. These articles were screened and selected based on the entry criteria in SLR process. Coding method has also been used to analyze the data. Various obstacles in the field of applying the evidence-based approach in the public policymaking process have been identified and extracted, and then these obstacles were classified into six main categories based on their semantic similarity and content affinity, which are: Barriers related to the non-rational nature of policymaking, ineffective interaction between policymakers and researchers, barriers related to policymakers, barriers related to researchers, barriers related to research, and barriers related to budget and resource limitations.The complex and multidimensional nature of macro policies on the one hand and the wide range of public policy effects on the other hand make the systematic use of scientific evidence by policy makers necessary. The findings of the present research can achieve a relatively comprehensive understanding of the existing obstacles in this field and be used as a guide to provide the prerequisites for the application of this new approach in the public policy system.
