Abstract

This study was carried out with the aim of providing a sustainable development policy model based on vision document 1404.The present research is an applied-developmental research from the point of view of the purpose and from the point of view of the method of data collection, it is a non-experimental (descriptive) research that was conducted with a survey method. From the point of view of the data analysis method, it is also a mixed research (qualitative-quantitative). The statistical population in the qualitative section includes public policy elites. Sampling was done with a purposeful method and finally theoretical saturation was achieved with 11 people. The statistical population in the quantitative section also includes the managers of the Ministry of Cooperatives, Labor and Social Welfare. The sample size was estimated to be 108 people using the rule of power analysis and the sampling method was simple random. The tools for collecting research data are interviews and questionnaires. The underlying categories of public welfare policies to achieve sustainable development in the banking industry were identified by thematic analysis method and the final model was validated by the partial least squares method. Qualitative data analysis was done with Maxqda software and quantitative part was done with Smart PLS. The results showed that economic, cultural, technical and technological factors are causal conditions that affect public policy.
