Abstract

Most important topics of country’s foreign policy are listed in the 20-years Vision and General policies. Foreign policy system should act under and according to goals and policies of these two upper hand documents. The aim of this study by using descriptive – analytical method, is to describe the goals of 20-years Vision of Iran and general policies in the Fourth 5-year Development Plan, and also evaluate the actions of foreign policy system during the 2005 to 2009 in the case of nuclear, holocaust, Look East approach and how to interact or conflict with Latin America. Results show that the government's foreign policy goals during the mentioned years, is not very consistent. This is due to the aggressive and provocative approach by government, along with some kind of position and orientation of subjective idealism over realism in foreign policy, will be explored.
