Designing a model of resilience of human resources with the approach of organizational culture in the framework of the general policies of the administrative system

Abstract

The purpose of this research is to provide a model of resilient human resources with an organizational culture approach in the Tax Administration. The method of data analysis in the qualitative part includes content analysis, and in the quantitative part, structural equation modeling is used. The statistical population of the research in the qualitative part includes 16 experts and human resource managers of Iran Tax Affairs Organization. Data were collected through semi-structured interviews in the qualitative section and researcher-made questionnaires in the quantitative section. Questionnaire validity, construct validity and reliability were calculated and confirmed using Cronbach's alpha. : Human resources resilience model was extracted in the form of 7 comprehensive themes and 20 organizing themes, which are: culture of organizational citizenship behavior, emotional culture, knowledge-oriented culture, culture of job passion, culture of spirituality, culture of human resources excellence and support culture. The effective implementation of identified measures in the direction of resilience of human resources prevents the loss of worthy and efficient human resources of the organization
