Legal and operational challenges of social entrepreneurship in Iran By emphasizing the government's macro plans and policies

Abstract

Social entrepreneurship is one of the important areas of eliminating the country's social and economic issues. But the context of social entrepreneurship has not yet been successful in making developments in the country. Because it faces challenges. The purpose of this study is to examine the challenges of social entrepreneurship with a special focus on government macro programs and policies and provide a set of recommendations to the government to strengthen this area. The present study is in terms of purpose, applied and in terms of method of quality. The data collection tool has been structured interview. The statistical population included social business owners, public and private managers, and academic experts. 15 experts were selected using a targeted sampling method with theoretical saturation. Qualitative analysis was used in the form of open, central and selective coding. Coding interviews was done with the Max-Kioda 2020 software. Research Results on Politics, Legal and Operation of Social Entrepreneurship in Iran Using Coding, Identifying 56 concepts in the form of open coding, 33 pivotal categories and sub -challenges in the form of core coding and 3 major challenges and challenges in The coding template was selected. Based on the results, the challenges of social entrepreneurship in Iran include three main topics of policy challenges and legal/ government aspects, social, economic, educational and cultural challenges, and institutional and operational support challenges. Be. The study also provides a set of nine strategies and recommendations to the government and regulatory agencies, given these challenges.
