Explanation of The Digitization Performance Model for e-government Development In line with The Realization of The General Policies of The Administrative System

Abstract

Digital transformation has always been important as a strategic action in organizations, it has become more important after the spread of the corona virus and the corona virus epidemic has accelerated the efforts of organizations to create digital transformation. The aim of the current research is to explain the digitalization performance model for the development of e-government in line with the realization of the general policies of the administrative system. The present study is applied-developmental in terms of purpose and exploratory in terms of method, which was conducted qualitatively-quantitatively by combining the method of foundational data theory and confirmatory factor analysis. The sampling method was non-probability and purposeful in the qualitative part and simple random in the quantitative part. In the qualitative section, interviews were conducted with 27 experts. Also, in the quantitative section, for the purpose of data analysis, 384 official employees selected as a sample. In the qualitative part, the data obtained from the interview with Atlasti8 software and in the quantitative part, the data obtained from the questionnaire were analyzed with spss and AMOS software. The paradigm model of this research is based on 18 general categories that include causal conditions (individual factors, organizational factors, technological factors and environmental factors), central phenomenon (digital situation of the organization), background conditions (digital platform, management platform, individual platform, technology platform and organizational context), intervening conditions (individual factors, cultural factors and organizational factors) and strategies (individual strategy, management strategy and organizational strategy) and consequences (individual results, organizational results and social results).
