Abstract

Small and home-based businesses are considered to be one of the most obvious means of progress in many developing countries, and examining the obstacles to their development is one of the most important effective components in the development of small and home-based businesses. In general policies of the system, such as “general employment policies”, “general national production policies, support for Iranian work and capital”, and “general policies of the 7th Development Plan”, improvement of the business environment is emphasized. The main purpose of this article is to investigate the role of transparency in removing the obstacles of micro-businesses implemented by Jahād-e Dāneshgāhi at the country level using the case study method and the use of structured interview tools. The findings of the research show that by adopting transparency and removing obstacles to starting a business and granting licenses, transparency in granting credit facilities and market competition, Iran's rank can be improved at the global level. In fact, the cause of employment instability, the deviation of facilities and insufficient income is caused by the lack of transparency in various sectors of small and home businesses, and the current stages of creating and implementing home businesses, job aptitude assessment forms and evaluations are facing problems. According to the results of the research, transparent implementation, constructive interaction and without obstacles of the projects have strengthened the confidence, motivation and decision-making power of the applicants.
