The Requirements of Spatial Planning Implementation in the Process of Management and Development

Abstract

Spatial planning is a spatial sketch of long-termed development. Currently, the organization of planning and budget as a source of spatial planning study center is designing the document of national spatial planning. After that, it has to be implemented in the related organizations. The implementation phase, though, is critical because of the challenges it brings along. The requirements, as a result, should be taken into consideration. The analysis of the documents related to the spatial planning in the last decades indicate that there is not an appropriate model regarding the implementation of spatial planning at the national level. This research collects data on the subject matter through semi-structured interviews. The data are content-analyzed and a model of requirements for implementing spatial planning is extracted. This model consists of 6 main dimensions, 17 elements, and 34 subcategories. The main dimensions include: the nature of planning, the correct design of planning, human resources management, capable executive institute, supervision and appropriate feedback, and environmental variables. It was concluded that the correct design of planning and human resources management have the most significance in implementing spatial planning.
