The Requirements and Considerations of Monitoring and Control at the Stage of Formulating the General Policies

Abstract

General policies form a framework for a country's governance in the areas of law making, executive, and monitoring. In recent years, there has been much concern regarding the degree and form of implementing the general policies and its monitoring. In the processing models of control and monitoring the general policies, which consists of pre-implementation (design), while-implementation, and post-implementation, pre-monitoring and control are as important as post-monitoring and control. In the stage of design and policy making, considering the 'appropriate features' and the necessary 'notes' of each policy is of main concern for its implementation and monitoring. In this study, these features and notes are identified and analyzed through a mixed method (qualitative and quantitative). For analyzing the qualitative data (interviews), content analysis method was employed, and for analyzing the quantitative data (questionnaire), the structural equation modeling was used. At the end, 15 elements with regards to the 'features', and 4 elements with regards to the 'notes' of designing general policies were extracted, and the subcategories of each were, then, mapped out.
