Content Analysis of Entrepreneurship Development Policies in the Five-Year Development Plans

Abstract

One of the documents, which are the basis for the executive act as an upstream document and development guideline, is the five-year development plan of the country. The purpose of this research is to answer how much the development of entrepreneurship, attented and emphasized in five-year development plan? To answer the research question, quantitative content analysis technique based on deductive approach of the categories was used. To analyze the policies, the GEM model and the three components of this model used as basic theory. These components are creating and strengthening entrepreneurial attitudes, the emergence of entrepreneurial behaviors and the improvement of entrepreneurial consequences. The results show that during the first to sixth development plans, the attention to entrepreneurship has significant growth compared to the previous program, but the development policies from the perspective of the components of the entrepreneurship development model, they do not fit in with each other and have paid the most attention to entrepreneurial behaviors and concequences, and finally entrepreneurial attitudes. According to the results, policy recommendations for entrepreneurship development with more emphasis on strengthening entrepreneurial attitudes are presented.
