چکیده

 یکی از ابعاد مهم اصلاح نظام اداری و بهبود مدیریت، انتخاب و انتصاب مدیران شایسته مبتنی بر اصول عملی و وجود معیارهای عینی و شفاف است که این مهم در بند‌های 3 و 4 سیاست‌های کلی نظام اداری ابلاغی از سوی مقام معظم رهبری نیز مورد تأکید قرار گرفته است. بر این اساس، ضروری است عوامل و شاخص‌های اثرگذار بر تحقق یا عدم تحقق شایسته‌سالاری، ازجمله عوامل سیاسی و غیرسیاسی، مورد توجه جدی قرار گیرد و شفاف شود؛ ولی درعمل نتایج بسیاری از پژوهش‌ها نشان می‌دهد تأثیر عوامل سیاسی در انتخاب افراد، به نادیده انگاشته شدن تمایل دارد. از این‌ رو مسئلۀ پژوهش بررسی نقش، اثرگذاری و اثرپذیری عوامل سیاسی در انتخاب مدیران حوزۀ مورد مطالعه (شرکت ملی نفت ایران) در راستای تسهیل عملیاتی کردن سیاست‌های کلی نظام اداری است. بنابراین هدف اصلى پژوهش ارائۀ مدل از طریق تعیین روابط بین مؤلفه‌هاست که بدین منظور در بررسی پیشینه، اجزای مدل شناسایی شد. رویکرد پژوهش، کمّی و نوع آن از نظر هدف مطالعه، کاربردی و روش پژوهش توصیفی ـ پیمایشی است. نتایج پژوهش، پس از اولویت‌بندی مؤلفه‌ها با مدل‌سازی ساختاری تفسیری توسط دوازده نفر از خبرگان، نشان داد سیاست‌های کلی برنامۀ توسعۀ کشور در صنعت نفت، عوامل فرهنگی ـ اجتماعی و عوامل اقتصادی، به‌عنوان زمینه‌سازترین مؤلفه‌ها و مداخله‌گرهای سیاسی درون‌سازمانی و برون‌سازمانی، در دستۀ اثرپذیرترین مؤلفه‌ها قرار دارد‏. با استفاده از تحلیل میک‌مک، نوع، میزان نفوذ و وابستگی مؤلفه‌ها، به‌ویژه مؤلفه‌های سیاسی، نیز مشخص شد که بر این اساس، عوامل سیاسی در دستۀ متغیرهای پیوندی قرار گرفت. در انتها نیز به نوآوری، محدودیت‌ها و پیشنهاد‌های پژوهش پرداخته شد.

چکیده [English]

One of the main aspects of reforming the administrative system and improving the management is to select qualified managers based on practical and unambiguous criteria which is emphasized in paragraphs 3 and 4 of the general policies of the administrative system by the supreme leader. Accordingly, it is imperative to consider the effective criteria of qualification, whether they are political or nonpolitical. In fact, research findings suggest that the political criteria result in the negligence of the qualified managers. So, this study aims to analyze the role, effect, and influence of the political criteria in selecting the managers through the case study of the national oil company of Iran in order to ease the process of applying the general policies of the administrative system. The study attempts to suggest a model to show the relationship among the criteria based on the literature. The research approach is quantitative, of a practical type through a descriptive-survey method. After prioritizing the criteria and suggesting the interpretive structural model by 12 experts in the field, the findings showed the general policies of development in the oil industry in general, and the socio-cultural and economic factors in particular, are the most effective criteria and intra- and extra-organizational interventions. Using MicMac analysis, we measured the effectiveness of the political factors, based on which the political factors were grouped as the relational variables. Finally, the limitations and suggestions for further study were provided.
