Evaluating the Model of Implementation of Iranian Meta-Policies According to International Indicators: Implications for Amendment of Article 83 of the Civil Service Management Law

Abstract

According to Article (83) of the Civil Service Law, the country's Administrative and Recruitment Organization is required to determine the country's position and level of progress compared to other countries in the world. accordingly this research has provided an analysis of the report issued by that Organization, and examined the weaknesses and strengths of it and mechanisms to improve and upgrade the report. This research has used focos groups and thematic analysis method to gather and analyze the data. In this regard, one of the most important considerations related to the aforementioned report is the failure to provide a proper interpretation of the main purpose of this article, which is to determine the country's status and level of progress. Despite the emphasis of the letter of the article (83) of the civil service law due to the organization's obligation that is adapting international indicators according to country's development plan, instead of defining "progress" and "development" according to religious and national values and determining country's position among other countries, the report is a mere gathering of international indicators. Also many of the indicators gathered by administrative and recruitment organization have methodological and ideological considerations and not properly designed. Altenatively the considerations resulted from focus groups has shown necessity of designing a develepmont indicator based on country's core values especially justice and development and to replace the phrase "constitution and general policies" with "vision document" in article (83).
