The model of smart governance in crisis conditions with an emphasis on urban management in line with the general policies of the Islamic Republic of Iran

Abstract

Smart governance is an inevitable choice to deal with the complex social governance environment in the new era, which can provide the possibility of optimal use of the capacity of all sectors, both public and private, in critical situations. In the general policies of the Islamic Republic announced by the Supreme Leader, the emphasis is on reducing vulnerability, identifying and reducing the risks of accidents through the expansion and strengthening of scientific and research studies, emphasis on passive defense, securing and creating coordination and facilitating crisis management in the face of threats. Therefore, the purpose of this research is to provide a model of smart governance in crisis conditions. This research is applied in terms of purpose and in terms of data collection method. The research method in the quantitative part is descriptive and survey type. And in the qualitative part, the Delphi method has been used. In this section, in order to identify the indicators, the combination of two groups of academic and urban governance experts in the number of 14 people who have certain conditions were used. The statistical population in the quantitative section includes 80 employees of Tehran Municipality. Quantitative information was collected using a questionnaire. Data analysis was done with partial least squares method and with the help of Smart PLS software. The validity of the considered indicators was measured through the fuzzy Delphi method.
