The Relationship between the Two Concepts of Development and the Environment in the Discourse Analysis of the Fifth and Sixth Development Plans

Abstract

Despite the consequences of previous development plans, not only we are not seeing success in shaping development as environmental protection, but also new manifestations of environmental degradation are occurring which cause socio-political challenges. The macroeconomic variables such as unemployment rate, GDP per capita, etc. highlight Iran's increasing need for development programs as economic growth. In this way, we witness all the contradictions in the ever-increasing need for development as economic growth and the ever-increasing destructive consequences of such programs as a sign of development. In this research, the relationship between development and environment in the laws of the 5th and 6th development plans has been studied and analyzed. According to the research question, it seems that in Iran, the discourse of progress (discourse of the modernization school) is still the dominant discourse and evaluates the two concepts of environment and development as contradictory concepts. In the end, according to research results, the hypothesis is at least violated by laws. However, the hypothesis confirmed by the research results is a kind of discourse confusion between explaining the goals which simultaneously try to address the immediate and momentary needs in these two contradictory areas and only prevent the challenges from turning into a crisis in the short term. In this research, the distortion of the discourse space in this time has been drawn.
