Administrative Organizational Structures towards General Environmental Policies

Abstract

It is imperative to examine quantity and quality of current responsible organizations of nature, while reviewing the history of related administrative and legal structures, in order to policy and establish appropriate management structures for conservation and preservation of natural habitats (part of renewable natural resources) and environmental issues (pollution), and in line with Iran’s General Environmental Policies. By descriptive-analytical method, the article seeks to provide a model for these trusted institutions via reviewing administrative and legal historical and situational trends and also other structural models. Given the experiences of current structures, both internal and external, this study proposes two separate management structures for renewable natural resources and environmental problems, the former as the “Ministry of Habitats” under the Executive Branch, and the latter as the “Environmental Monitoring Agency” under the Legislative Branch. The results of the study, by revealing changes from the past to the present, can be a helpful resource for institutional and legal structuring of policy-making in the sustainable development horizon. It is hoped that the proposed management structures will pave the way for changing attitudes and executive approaches in natural habitats’ and environmental problems.
