Abstract

One of the most important dimensions of human resources in the field of reforming the administrative system and increasing productivity and creating the growth and development of human resources is the promotion and development of their skills. This is announced by the Supreme Leader in the fifth part of the general policies of the administrative system. The purpose of this research is to identify the effective factors on the implementation of job rotation with the approach of realizing meritocracy in the administrative system. In this research, by reviewing past researches, influential variables were identified and selected using fuzzy Delphi decision making method and modeled using fuzzy expert system. Experts from Iran's oil industry in the field of human resources were selected and analyzed. The results of this research were categorized in the form of four components of job records, behavioral competencies, managerial competencies and general abilities. The intensity of the effect of job records was calculated as 33.8, which shows the confirmation of this relationship and has positive and meaningful factors, and behavioral competencies with an intensity of 8.05 have a positive and significant effect on the results, and factors of managerial competencies with an intensity of 7.50 and General abilities with intensity of 7.30 were introduced in the next and most effective ranks.
