Presenting the Model of Compiling the Action Plan for the Country's Fiveyears old Development Plans

Abstract

The main goal of the current research is to provide a model for compiling an Action plan for the country's five years old development plan. The current research in terms of purpose; Developmental - functional and in terms of the nature of the data; It is qualitative. From the point of view of the data and information collection method, it is documentary (literature and experiences) and field (semi-structured group interview). The method of data analysis is descriptive-analytical. Of course, in a part of the research, the method of meta-analysis was used as one of the methods of meta-study.The key pillars of the Action plan include Action goals, plans, quantitative goals, projects and activities, actionalization of plans. In addition, in the Action plan, the three pillars of "annual budgeting, monitoring and evaluation, and revision and correction" are also considered as complementary elements of this process, so that the Action plan is a chain with successive links and in full coordination and communication with Budgeting and monitoring and revision. With the identification of strategic goals, the strategic plan can be translated into an Action plan and becomes objective. Definition of Action goals as the first step of developing an Action plan is an anchor that reduces the height of strategic planning and brings policy-making closer to the planning context. After the explanation of the Action goals, other pillars are placed, between which there is a reciprocal relationship
