Evaluating the efficiency and effectiveness of the macro policies of the country's power industry with the focus on sustainable energy transition goals

Abstract

In the direction of sustainable development, the issue of sustainable energy has become one of the most important issues in the world energy system. Energy transition studies based on socio-technical approach have been formed on this basis. In the process of energy transition, attention must be paid to the evolution of technology and other social elements, such as governance, institutions, laws and policies, and society and culture. These developments are aimed at preparing countries to move towards the goals of the energy triangle. In the energy triangle, the goals of economic growth and development, security and access to energy, and environmental sustainability are pursued in a balanced way. In our country, in recent years, several policy documents have been developed in the field of macro policies of the electricity industry. In this article, the content of these documents is analyzed using the deductive method based on the objectives of the energy triangle. The results of the study showed that policies are not effective and there is no horizontal and vertical coordination and balance in policy goals. Also, by using and calculating appropriate indicators in line with each of the dimensions of the energy triangle, the efficiency of policies was calculated. In this regard, the results show the poor performance of the country's electricity industry. The sum of these conditions shows the need to change the future movement of the country's electricity industry. This transformation requires a socio-technical transition in the country's electricity industry.
