The General Policies of the Fundamental Transformation Document in Creating Transformation in the Education System and Pathology of the Existing Situation

Abstract

Education is the foundation of the success and development of any country, and without proper education, no efforts in the society will bear fruit. The purpose of this research is to examine the macro policies of the education system in the document of transformation and pathology of the existing situation. The type of research is mixed (qualitative and quantitative). The research method is content analysis in the qualitative part and descriptive survey in the quantitative part. The statistical population of the qualitative phase included scientific experts and managers of the Ministry of Education, and sampling was done until reaching information saturation with 13 people. The statistical population of the quantitative phase included 6201 people including teachers, managers and experts working in the Ministry of Education, based on simple random sampling, 360 people were selected as a sample and finally 253 responses were received. The data collection tool included a semi-structured interview and a researcher-made questionnaire. To analyze the qualitative part of the data, theme analysis and quantitative part of descriptive statistics and inferential statistics and SPSS, Smart Pls software were used. The results showed that the harms of the current status of document implementation include three categories of harms: orientation (approach), implementation and evaluation of results, and the model of document implementation requires including two dimensions of soft factors with awareness and culture building components. , executives and support of management and hard factors with the components of environmental factors and stakeholders, resources and tools and executive organization.
