Identifying the effective factors on the implementation of the policy of institutionalizing work conscience in the administrative system

Abstract

The main goal of this research is to identify the effective factors on the institutionalization of work conscience in public sector organizations according to paragraph 21 of the general policies of the administrative system. The research is applied in terms of purpose and descriptive-exploratory in terms of its method. The statistical population of the research is 248 employees of one of the government organizations.The sample size was determined to be 148 people using the Krejcie and Morgan table and a simple random method was used for sampling. The data collection tool was a researcher-made questionnaire, and its validity was confirmed by content method and its reliability was confirmed by Cronbach's alpha test.Exploratory factor analysis and hierarchical analysis were used to analyze the data. The findings of the research indicated the identification of 24 factors in the form of four categories of managerial factors, factors related to policy characteristics, factors related to policy practitioner and factors related to the policy environment.Also the prioritization results implied that managerial factors with a weighting factor of 0.377 are the most important, and factors related to policy practitioners with a weighting factor of 0.253 are in the second place, policy features with a weighting factor of 0.248 are in the third place and factors related to the implementation context ranked fourth with a weighted factor of 0.121. According to the results of the research, managers should focus on the factors identified in this research, in order to institutionalize the policy of work conscience in the country's administrative system.
