Identifying and ranking the factors affecting the implementation of the human resources policy with emphasis on the Civil Service Management Law

Abstract

Implementing the human resource policy implementation model in practice is associated with many obstacles. Implementing the HR policy implementation model also requires compliance with the law.The purpose of this study is to identify and rank the factors affecting the implementation of the human resource policy implementation model with emphasis on the Civil Service Management Law. In this research, the documentary study method has been used to identify the factors affecting the implementation of the human resources policy implementation model and the fuzzy Delphi and fuzzy dimethyl methods have been used to rank the factors affecting the implementation of the human resources policy implementation model. The statistical population of the study of senior managers of Khorasan Razavi governorate is the available sampling method and the sample size is fifteen people. In the study, first thirty-three factors affecting the implementation of the human resources policy implementation model were extracted from previous studies, then based on exploratory interviews with experts, the identified factors were adjusted to thirty-seven factors affecting the implementation Identify the implementation model of human resources policy. Based on the results of fuzzy Delphi method, seven factors with the highest impact were identified and then based on the results of fuzzy Demtel method, one factor was eliminated and the model with six factors with the highest impact including knowledge and skills of policy makers, managerial instability in execution, knowledge skills and Implementers' technical, monitoring and evaluation system and providing feedback, suitable resources for implementation and experience of policy makers were identified.
