The purpose of this study is to present a human resource planning model with foresight approach in the framework of general energy policies. Data analysis method in the qualitative part includes data analysis and in the quantitative part structural equation modeling is used. The statistical population of the research in the qualitative section includes 15 experts and human resources managers of the National Iranian Oil Company. The Data were collected through semi-structured interviews in the qualitative section and a researcher-made questionnaire in the quantitative section. Questionnaire validity, construct validity and reliability were calculated and confirmed using Cronbach's alpha.. The research results were categorized into 6 components: causal conditions, phenomenon-oriented, strategies, contextual and intervening conditions, and outcomes. The intensity of the effect of causal conditions on the axial phenomenon category has been calculated with 0.753, which indicates the confirmation of this relationship, intervention factors with an intensity of 0.497 and underlying factors with an intensity of 0.426 have a positive and significant effect on strategies and Strategies with an intensity of 0.842 have a positive and significant effect on the outcomes, but the effect of the axial phenomenon with an intensity of -0.056 on the strategies was not confirmed. Human resource planning in the oil industry requires attention to the culture of foresight, and to map and create the desired future, foresight can be used as a supporter.
