بررسی چرخۀ سیاست‌گذاری مبارزه با مواد مخدر در ایران با تمرکز بر سیاست‌های کلی مبارزه با مواد مخدر

چکیده

در این پژوهش، چرخۀ سیاست‌گذاری مبارزه با مواد مخدر در ایران با تمرکز بر سیاست‌های کلی مبارزه با مواد مخدر بررسی شده است. هدف تحقیق این است که با مطالعۀ نحوۀ سیاست‌گذاری در این زمینه از سوی نهادهای مرتبط و سازمان‌های دخیل، نشان داده شود که این چرخۀ سیاست‌گذاری تا چه میزان با سیاست‌های کلی نظام در زمینۀ مبارزه با مواد مخدر همسو بوده است. روش پژوهش قیاسی است و تلاش می‌شود با بررسی کلیات موضوع، به جزئیات آن پرداخته شود و با نگاه کلی به سیاست‌های کلی نظام در زمینۀ مبارزه با مواد مخدر، تأثیر آن بر چرخۀ سیاست‌گذاری نشان داده شود. مطابق نظریۀ سیستمی که الگوی مورد استفاده در پژوهش حاضر است، به این پرسش‌ها پاسخ داده شده: عوامل شکست سیاست‌های مبارزه با مواد مخدر چه بوده است؟ این سیاست‌ها چگونه طراحی و اجرا شده و چه نتایجی دربر داشته است؟ فرضیۀ اصلی این است که مجموعۀ عواملی در جامعه درحال وقوع است که شرایط اولیه یا بستر ظهور آسیب‌های اجتماعی، ازجمله اعتیاد، را فراهم ساخته ‌است. طبق نتایج، ستاد مبارزه با مواد مخدر نتوانسته است به اهداف خود دست یابد؛ از این رو ستاد، در مقام نهاد مسئول، باید به‌سمت سیاست‌گذاری کاهش تقاضا حرکت کند و فرهنگ عمومی جامعه را به‌سوی شناخت از مواد مخدر هدایت نماید. همچنین سیاست‌گذاری در حوزۀ مواد مخدر باید با توجه به زیرساخت‌های موجود در جامعه و اوضاع فرهنگی ـ اجتماعی آن صورت گیرد.

چکیده [English]

In this study, the policy making for combating drugs in Iran were analyzed considering the anti-narcotics general policies. The aim was to study the policies set by the related institutions and organizations to check the degree of compatibility of this process with the anti-narcotics general policies. The research method was comparative, and it was attempted to pursue the effect of the general policies of the anti-narcotics on drug policy making. Based on the systemic theory, the following research questions were raised: What are the factors of anti-narcotics policies failure? How were these policies designed and implements, and what were their results? The main hypothesis is that there are many factors playing a significant role in the society that provide a setting for some emerging social damages such as addiction. The findings indicated that the drug combating headquarter has not been able to achieve its goals. Accordingly, this headquarter as a responsible body should follow the policy of reducing demand, and encourage the general culture of the society towards a better understanding of drugs. Also, the policy making in the area of drug should address the infrastructures and the socio-cultural conditions of the society.
